Howard is a first term member of the legislature representing House
District 30. He has been married to Mary McPhee McFadden for 38 years.
They have one son, Charles McFadden, and two grandchildren. Howard was
born in Lubec and graduated from Lubec High School.
He earned a Bachelor of Science degree from Washington State College
and his Master of Science degree in Educational Administration from
the University of Maine at Orono. For 36 years, Howard was an Educational
Administrator. He is also the Educational Agent for Washington County
Unorganized Territories. His service in Dennysville town government
includes his current chairmanship of the school board and his previous
service as the assessor. Howard is a member of the Dennysville/Edmunds
Congregational Church, the Downeast Board of Approved Baseball Umpires,
Maine Baseball Hall of Fame and the Cathance Lake Association. He has
served as president of the Lubec Lions Club.
